They think "I'm targeting U.S. viewers, so I'll just put in U.S.", not realizing that people outside of the U.S. can't see it at all. This seems like a misleading feature of the FB interface. I already had age restrictions set correctly but the problem persisted. The solution that worked for me was to remove any country restrictions as well (ex: since our businesses are in the US, I had restricted our FB to only show for people in the US).
